T.M Khan Road Transmission Line at Hala Road 220kV Grid Station (Approx. 20km) Deadline for Submission of Bids:08th May 2024, 11:00am (Pakistan Standard Time) 1. The Islamic Republic of Pakistan received financing from the Asian Development Bank (ADB) toward the cost of Second Power Transmission Enhancement Investment Program ? Tranche 4. Part of this financing will be used for payments under the contract named above. Bidding is open to the bidders from eligible source countries of ADB. 2. The National Transmission and Despatch Company (NTDC, the Employer) invites sealed bids from eligible Bidders for the ?Procurement of Plant - Design, Manufacture, Supply, Installation, Testing & Commissioning of 220kV Double Circuit Transmission Line for Looping In/Out one Circuit of Mirpur Khas ? T.M Khan Road Transmission Line at Hala Road 220kV Grid Station (Approx. 20km). 3. The works mainly include design, manufacturing, delivery, installation, testing, commissioning, and completion of works and services on turnkey basis, as detailed and specified in the Bidding Document. The Time for Completion of the whole of the Facilities shall be 24 months from the Effective Date as described in the Contract Agreement. 4. Open Competitive Bidding (International) will be conducted in accordance with ADB s Single-Stage: Single-Envelope bidding procedure and is open to the bidders from eligible source countries of ADB. 5. The bidder must satisfy the evaluation and qualification criteria in Section 3 of the Bidding Document including the following key requirements: Participation as a main contractor or partner in JV in at least one contract inter alia for design, supply and installation of minimum 20km of 220kV or higher voltage Transmission Line strung by controlled tension method that were successfully commissioned within the last ten (10) years and operating successfully for at least two (02) consecutive years as of the bid opening date. The similarity of the Bidders participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6 - Employers Requirements. In case of Joint Venture, one partner must have Participation (either as single entity, JV partner or sub-contractor) in at least one contract for detailed survey, execution of tower foundations, erection of towers, stringing, testing & commissioning of at least 20km of 220kV or higher voltage T/line that were successfully commissioned within the last 10 years and operating for at least 2 consecutive years as of the bid opening date.
